About
The Universal Basic Education Commission (UBEC) is a federal government agency in Nigeria responsible for formulating and coordinating all programmes of the Universal Basic Education programme and prescribing minimum standards for basic education in the country. It was established to eradicate illiteracy, ignorance and poverty and to support national development and integration. UBEC disburses federal Universal Basic Education funds to states and other stakeholders, monitors implementation across Nigeria, develops curricula and instructional materials, runs research and data collection, and works with state boards (SUBEBs) and local government education authorities. It also collaborates with UNESCO and other partners on education policy and reducing out-of-school children.
History
The Federal Government of Nigeria first introduced the Universal Basic Education Programme in 1999 as a reform aimed at greater access to and quality of basic education. The programme was later backed by the UBE Act 2004, which provided for basic education comprising Early Childhood Care and Education, primary education and junior secondary education. The Universal Basic Education Commission was established by the Compulsory, Free Universal Basic Education and Other Related Matters Act of 2004. The programme was presented as part of Nigeria's commitment to global education conventions, including the Rights of the Child Convention (1989) and the World Declaration on Education for All (1990). UNESCO collaborated with Nigeria from 1990 onward, supporting the Education for All initiative.
