Public Complaints Commission, Nigeria
About
The Public Complaints Commission (PCC) is an agency of the Federal Government of Nigeria under the Presidency that acts as an Ombudsman. It receives complaints from citizens against government, private institutions or organizations, and their officials, and works to settle the issues raised. Its purpose is to ensure accountability and transparency in how government, its agencies and organizations engage with the public, and to curb the arbitrary use of administrative powers by public officials. The commission operates offices in all 36 states of Nigeria and is headquartered in Abuja. Hon. Bashir Abubakar is its Chief Commissioner.
History
The commission was set up in 1975 through the Public Complaints Commission Act, 1975 No 31, promulgated by the military administration of General Murtala Mohammed following advice from the Jerome Udoji panel. The panel recommended a body to check and control the flouting of administrative procedures, government regulations and extant rules. The Act was adopted into the 1999 (amended) Nigerian constitution, Section 315(5), which states that nothing in the constitution invalidates the Act. The commission is empowered to receive and inquire into public complaints about work-related actions or decisions by government agencies, their officials, and private organizations or their officials. Matters pending before or relating to the National Assembly, the National Councils of State and Ministers, the Armed Forces, and the Police Force under the Army, Navy, Air Force and Police Acts are exempted.
