About
The Nigerian Upstream Petroleum Regulatory Commission (NUPRC), also known as The Commission, is a federal agency formed under the Petroleum Industry Act 2021. It was created by separating the upstream division of the former sole industry regulator, the Department of Petroleum Resources (DPR), and it operates as a department under the Federal Ministry of Petroleum Resources. The Commission monitors the upstream arm of the oil and gas industry to ensure compliance with relevant regulations and laws, and it manages the upstream sector of Nigeria's petroleum industry. The Federal Government also uses the National Production Monitoring Systems (NIPMS) to monitor royalty payables and demand notices from organizations dealing in petroleum in Nigeria.
History
The Department of Petroleum Resources began as a Hydrocarbon section under the Ministry of Lagos Affairs, with direct supervision from the Governor-General. In 1970 the name DPR was carved out due to the expansion of activities in the ministry, and by early 1971 the Federal Government created the Nigerian National Oil Corporation (NNOC) to manage commercial operations in the petroleum industry. The department became the MPR in 1975, and in 1977 the Nigerian National Petroleum Corporation (NNPC) was formed by decree 33 of 1977 through the merger of MPR and NNOC, which also led to the creation of the Petroleum Inspectorate as the industry regulator. In 1985 the MPR was carved out of NNOC while NNPC remained, and the Petroleum Inspectorate was moved back to the MPR in the same year. The Petroleum Industry Act (PIA), signed by President Muhammadu Buhari in 2021, established the Nigerian Upstream Petroleum Regulatory Commission, replacing the upstream division of the Department of Petroleum Resources.
