About

The Nigerian Electricity Regulatory Commission (NERC) is an independent regulatory body with authority over the electric power industry in Nigeria. It regulates the generation, transmission, distribution and marketing of electricity, issues licences to operators and investors, sets and reviews electricity tariffs, and works to protect consumers' interests in affordable and reliable power supply. NERC also ensures the reliability of generation plants and transmission systems, promotes occupational health and safety in the sector, monitors energy markets, and can impose penalties on organisations that break its rules. It is headquartered in Abuja and is governed by a Board of Commissioners headed by a Chairman.

History

Electric power generation in Nigeria began in 1896, and over the following decades bodies such as the Nigeria Electric Supply Company, the Electric Corporation of Nigeria, the Nigeria Dams Authority and the National Electric Power Authority were established, later becoming the Power Holding Company of Nigeria. Previously the Federal Ministry of Power acted as both policy maker and regulator for the sector. NERC was formed through the Electric Power Sector Reform Act of 2005 under the Obasanjo administration's economic reform agenda, and was inaugurated on 30 October 2007 with Ramsome Owan as its first Chairman/CEO. The Act empowered NERC to oversee the privatisation and unbundling of the PHCN, and it was later given responsibility for the Power Consumer Assistance Fund and the regulation of rural electrification contributions. A vacuum in leadership occurred from December 2015 until a new Board of Commissioners was sworn in on 7 February 2017, and James Momoh was later inaugurated as Chairman/CEO on 3 May 2018.
