About

The National Oil Spill Detection and Response Agency (NOSDRA) is an agency under the Federal Ministry of Environment in Nigeria. It oversees the implementation of the National Oil Spill Contingency Plan and supports Nigeria's compliance with the International Convention on Oil Pollution Preparedness, Response and Cooperation. The agency works to prevent and respond to oil pollution in the petroleum sector. Its activities include joint investigation visits, environmental remediation of impacted sites, monitoring oil spill drill exercises, facilitating inspections, and running a national control and response centre. It operates zonal offices across the country, mostly in the Niger Delta region, and prioritises high-risk areas for protection and clean-up.

History

It was instituted by the National Assembly of the Federal Republic of Nigeria act of 2006 with the core mandate to oversee the implementation of the National Oil Spill Contingency Plan (NOSCP), which also incorporates the National Oil Spill Contingency System (NOSCS) for Nigeria. The agency has focused on building conformance with environmental legislation in the Nigerian petroleum sector from inception. In 2017 the agency began developing a National Oil Spill Compensation Rate (NOSCR) to guide the oil industry in setting appropriate compensation for host and transit oil communities. That year an amendment was also proposed to replace the agency with the National Oil Pollution Management Agency (NOPMA) and broaden its scope. The amendment bill passed by the National Assembly in 2019 was refused assent by President Muhammadu Buhari.
