National Commission for Refugees, Migrants, and Internally Displaced Persons
About
The National Commission for Refugees, Migrants, and Internally Displaced Persons (NCFRMI), formerly known as the National Commission for Refugees (NCFR), is a Nigerian federal agency. It is responsible for managing, protecting and assisting refugees, asylum seekers, returnees, stateless persons, migrants and internally displaced persons (IDPs), and serves as Nigeria's coordinating agency for migration management. The agency operates under the Federal Ministry of Humanitarian Affairs, Disaster Management and Social Development and is headed by a Federal Commissioner. Its work is organised around refugees and asylum seekers, migration management, and internally displaced persons, including registration, documentation, protection, return, reintegration and resettlement.
History
The agency was established by Decree 52 of 1989 to fulfil obligations under the United Nations 1951 Convention and was initially concerned only with refugee affairs. It was later expanded in 2002 under President Olusegun Obasanjo, and its mandate was further broadened under the National Commission for Refugees, Migrants and Internally Displaced Persons Act, 2022, which also brought migration management and the welfare of displaced persons within its scope.
